India wants to earn foreign currency — dollars, pounds, dirhams — from other countries. One of the best ways to do that is to export jewellery that Indian craftsmen have made.

So the government promotes this. Manufacturers who export their jewellery get support — including access to gold without paying full import duty. The skill and craftsmanship that the manufacturer adds — the making charges of 7%, 8%, 10% — that value stays in India as profit. India earns dollars. The manufacturer earns more. Everyone wins.
