Bharat Diamond Bourse in Mumbai and Surat Diamond Bourse in Surat are not just office buildings — they are controlled trading environments where diamonds change hands dozens of times a day, between thousands of members, across different bourses.
A parcel moving from one member's office to another between bourses and SEEPZ needs to arrive with a export invoice or delivery challan and a clear custody record. A parcel moving from a BDB office to a trading house in Antwerp needs to clear the SDB or BDB customs house, carry the right export documentation like export invoice, airway bill and evidence of insurance that buyer's compliance team can file. The challenge for bourse members is that they need logistics that operates at the pace of trading. A deal agreed at 11 AM in a BDB office may need a parcel collected and delivered to the customs counter by 3 PM for that day's export. Regular courier companies cannot operate at this speed within the bourse environment. They are not present inside the complex, do not know the member network, and cannot navigate the bourse's security protocols quickly enough to make same-day movements work.

All Bourse and SEEPZ security protocols are strictly followed at every handover point to maintain safety, transparency, and regulatory compliance.

BVC registered at BDB and SDB — Shipping Bills filed same day.
BVC's Clearing House Agents are registered at both BDB's customs facility and SDB's dedicated customs clearance centre. Shipping Bills are filed through ICEGATE on the same day as collection. A deal agreed in the morning can be in the customs queue by the end of the day.
These are the compliance requirements that apply to diamond movements in and out of India's bourses. BVC manages these for every movement.
SDB's dedicated customs clearance centre manages the export of diamonds from Surat. Since CBIC approved SDB as a customs custodian, parcels can be cleared at SDB and sent directly to Mumbai Airport via a secure transit route. BVC at SDB files Shipping Bills via ICEGATE and manages the Surat-to-Mumbai transshipment.
Diamond movements between bourse members within India attract GST on cut and polished stones (HSN 7102). GST invoices must accompany every domestic transaction. E-way bills are required for certain transaction values and routes. Exports from the bourse are zero-rated under GST, with ITC refund entitlement for exporters.
All rough diamond imports and exports require GJEPC registration under the Kimberley Process framework. BVC ensures all required GJEPC documentation is included in every export consignment from BDB and SDB.
