India sits at the centre of the global diamond supply chain, processing over 90% of the world's polished diamonds, with the bulk of this work concentrated in Surat and Mumbai. Once polished, these diamonds need to make their way to buyers spread across a wide network of international markets — including Antwerp, Dubai, Hong Kong, New York, London, Bangkok, Singapore, and dozens of other trading hubs. The logistics infrastructure that connects India's production capacity to this global buyer base must therefore be fast, fully compliant, properly insured, and capable of adapting quickly to a global trade environment that has shifted significantly in recent times.
The trade environment surrounding Indian polished diamonds has been shaped by several forces operating simultaneously. Among the most consequential is the US tariff on Indian polished diamonds, which has now settled at 10% after moving through several different rates over the course of 2025. Within this evolving landscape, there is one critical rule that every distributor must clearly understand: tariffs are based on the diamond's country of origin, and this single principle drives much of the documentation and routing strategy that follows.
India's total polished diamond exports have declined over recent periods, driven by a combination of demand contraction, broader geopolitical uncertainty, and shifting buyer behaviour that has compressed volumes across many of the traditional routes the industry has long relied on. In response, the industry is actively diversifying its focus toward the UAE, the wider Middle East, and other emerging markets — though it must be acknowledged that this diversification has not yet meaningfully reduced the overall volume pressure weighing on the sector.

Documentation is assembled after collection. Errors at origin customs — missing qualifiers, incorrect descriptions, incomplete declarations — only surface when customs reviews the filing. Corrections take days and create downstream delays at every destination.
BVC conducts thorough due diligence before every export shipment. The Shipping Bill is pre-filed through ICEGATE, all destination-specific compliance requirements are confirmed in advance, and origin certificates before the parcel moves. Customs processes are handled smoothly across all markets.
Diamonds sent abroad for GIA certification are treated as a standard export. On return to India, the importer faces a full duty assessment — not understanding that a bond arrangement with customs can allow the goods to travel for certification and return without attracting duty.
For shipments moving for GIA certification, BVC arranges the customs bond — an undertaking to customs that the same goods will return after certification with no sale having taken place, so the return leg clears duty-free. Where customers have their own annual bond arrangement with GIA, BVC coordinates clearance under that arrangement.
A Surat exporter ships polished diamonds above 0.5 carats to a European buyer without the Due Diligence Statement on Diamond Origin required by Antwerp's Diamond Office from January 2026. The parcel is flagged. The buyer cannot clear it. The deal is delayed.
The Due Diligence Statement is supported as part of the documentation preparation for every qualifying country's shipment. Documentation is attached to the parcel before it leaves India. Diamond Office clearance happens without delay.
A Mumbai distributor needs inventory at exhibitions in Malaysia and Singapore before returning to India. The logistics provider manages each leg separately, misses GJEPC permission requirements for exhibition movement, and the goods are held at the Singapore border.

Regulatory and trade context
The regulatory environment for international diamond distribution has changed significantly. These are the most important rules and conditions Indian distributors need to understand.
As of September 2025, Indian-polished diamonds entering the US carry a 10% import tariff. The tariff is based on the country where the diamond was polished — not the country of shipment. Routing via Dubai or Antwerp does not change the applicable rate. Country-of-origin documentation is mandatory for all US-bound shipments.
From 1 January 2026, polished diamonds above 0.5 carats entering the EU must be accompanied by a Due Diligence Statement on Diamond Origin submitted to Antwerp's Diamond Office, declaring the stones are not of Russian origin. The EU did not apply retaliatory import tariffs on Indian diamonds, maintaining favourable access to the European market.
G7 countries require non-Russian origin evidence for polished diamonds above 0.5 carats. The US OFAC self-certification requirement has been in place since March 2024. The UK requires supplier origin declarations. Indian exporters must provide proof that their stones were not mined in Russia — using KP certificates, factory records, or origin attestations.
Indian Customs requires specific qualifiers — origin, size, shape, type, and colour — for every diamond in Shipping Bill export declarations since December 2024. These qualifiers are mandatory and must be correctly completed to avoid customs holds at the Indian end. BVC includes all CBIC qualifiers in every Shipping Bill filing.
Polished diamond exports from India are zero-rated under GST, allowing exporters to claim refunds on input tax paid on rough diamonds and manufacturing inputs. Correct Shipping Bill filing through ICEGATE is the prerequisite for ITC refund claims. BVC's Shipping Bill preparation ensures all exports generate clean, claimable ITC refund records.
