They buy polished diamonds from cutting factories, sort and grade them into trading parcels, and distribute them to buyers across India and internationally. Indian wholesalers exporting to these markets must now maintain origin records that trace back to the diamond's mine of origin — not just to the factory where it was polished.

Important compliance update - 2024-2026

Indian diamond exporters must now provide non-Russian origin documentation for polished diamonds above 0.5 carats exported to G7 countries. The EU introduced a Due Diligence Statement on Diamond Origin requirement from 1 January 2026, requiring importers to declare that diamonds are not of Russian origin, backed by documentation tracing to the mining source. The US OFAC self-certification requirement (company letterhead declaration) applies from March 2024. BVC supports all required origin documentation as part of our export service for wholesale clients shipping to G7 markets.

What loose stone wholesalers must know — India and global

The compliance requirements for Indian diamond wholesalers have changed significantly since 2024. These are the most important rules to understand before dispatching to international markets.

G7 Russian diamond sanctions

Since March 2024, G7 countries ban polished diamonds of Russian origin, including those processed in India. From September 2024, the ban covers stones above 0.5 carats. Indian wholesalers exporting to G7 markets must provide non-Russian origin evidence for every shipment in scope.

EU Due Diligence Statement (Jan 2026)

From 1 January 2026, all polished diamond imports into the EU above 0.5 carats require a Due Diligence Statement on Diamond Origin submitted to the Diamond Office in Antwerp. The statement must declare the diamonds are not of Russian origin, supported by traceability evidence.

US OFAC self-certification

From March 2024, US importers of polished diamonds above 0.5 carats require a self-certification from the Indian exporter — a statement on official company letterhead declaring the diamonds were not mined, extracted, or manufactured in Russia. We support the preparation of this certification for all US-bound shipments.

Natural vs lab-grown documentation

The EU's September 2024 sanctions expansion extended Russian-origin restrictions to synthetic (lab-grown) diamonds above 0.5 carats. Indian wholesalers trading both natural and lab-grown stones must maintain strict documentation separation — mislabelling carries significant penalty risk.

GJEPC membership and KP compliance

GJEPC membership is mandatory for all rough diamond importers and exporters in India. For polished diamond exports, GJEPC registration is required for export documentation. KP certificates remain required for any shipment that includes rough diamonds in scope.

GST on polished exports and ITC refunds

Polished diamond exports from India qualify as zero-rated exports under GST regulations, allowing exporters to claim Input Tax Credit (ITC) refunds on eligible inputs. Accurate Shipping Bill filing through ICEGATE and proper export documentation are essential for smooth refund processing and regulatory compliance. Domestic trade and movement of cut and polished diamonds within India also require GST compliance and may involve statutory documentation requirements depending on the transaction value, shipment route, and applicable regulations.
